  • The Governance Standing Policy Committee will meet on Wednesday at 1:30 pm. The Committee will revisit whether to establish a formal hiring policy for the Chief Administrative Officer (CAO). A draft policy was first prepared in 2021 but was never finalized, and Administration has since reviewed bylaws, past decisions, and external research to reassess the issue. The review identified gaps in clarity, particularly in how responsibilities for recruitment are defined within the Procedure Bylaw. Three options are now being presented for Council’s consideration: create a dedicated CAO Hiring Policy, amend the Procedure Bylaw to improve clarity, or maintain the status quo. The first option would build on the earlier draft policy and external best practices to establish a formal framework. The second option would revise existing bylaws and more clearly outline the Committee’s role in overseeing CAO recruitment. The third option would leave current practices unchanged, noting that many municipalities do not have a stand-alone CAO hiring policy but rely on provincial guidance. Council is being asked to provide direction and determine whether further work should proceed, with Administration prepared to return with updates by late 2026.

  • The Committee will also consider amendments to the Technology for Council Members Policy. Originally focused on cell phones, the updated policy broadens the scope to include all technology resources needed by Councillors. The changes clarify the roles of City Clerks and the IT Department, set clear responsibilities for Councillors in using and safeguarding technology, and introduce procedures for hardware packages, setup, and lifecycle management. Council members would receive a $4,000 allowance that can be used either to purchase their own devices or to select from City-provided options. The revised policy eliminates automatic upgrades tied to Council terms and ends technology requests routed through the Mayor. Internet costs are considered part of Councillor remuneration under an existing policy, so no separate funding will be provided. 

  • Also on the agenda is the Flag Protocol Policy. It has been updated to reflect changes in flagpoles, processes, and responsibilities. Since its creation in 2014, the number of flagpoles at City Hall has doubled, a permanent Métis flagpole was installed, and protocols for variances, the death of a sovereign, and dignitaries have been established. Responsibility for the policy has moved from the Mayor’s Office to the City Clerk’s Office, which will now serve as the single point of contact for flag-raising and half-masting requests. The updated process will provide a one-stop online form and aim to reduce confusion for requestors. Research and engagement included reviewing flag protocols in Alberta, as well as guidance from the Alberta Protocol Office and Canadian Heritage. The amendments also incorporate recommendations from the former Lethbridge Reconciliation Advisory Committee.

  • A Decorative Crosswalks Policy will also be assessed by the Committee, with the intention of laying out clear guidelines for installing decorative crosswalks on City of Lethbridge roadways. These crosswalks are intended to commemorate events of local, national, or international significance, support community festivals, or raise awareness on issues related to community health and spirit. The policy sets criteria for approval, including assessment matrices, duration, timing, and deadlines, while all costs for installation, maintenance, and removal are to be covered by the applicant. The policy was developed with input from Transportation, Risk and Controls, City Clerks, and Legal Services. Without a policy, each request would be considered individually, leading to potential inconsistencies.

  • The Economic and Finance Standing Policy Committee will meet on Thursday at 12:30 pm. The Committee will receive an update on the development of a Municipally Controlled Corporation (MCC) to consolidate event attractions in Lethbridge. This includes the creation of a City-controlled non-profit, EventCo, and the reorganization of the Lethbridge and District Exhibition (LDE) into the Lethbridge & District Agricultural Society (LDAS). Administration, in collaboration with Deloitte, has been developing governance structures, legal frameworks, and operational plans to ensure compliance with Alberta Gaming, Liquor, and Cannabis requirements. Council previously approved the formation of EventCo to manage Exhibition grounds and refocus LDE on its core activities. 

  • Al Beeber, a longtime member of the Lethbridge Herald, has announced his candidacy for City Council. He cites his years of reporting on local governance as providing him with insight into City issues and City Hall operations, which he believes equips him to serve effectively. Beeber’s priorities include maintaining essential services through careful use of the Municipal Revenue Stabilization Reserve, promoting affordable and densified housing, and ensuring Fire/EMS have the tools needed to meet national safety standards. He also emphasizes supporting the arts for their cultural and economic benefits, exploring the introduction of a ward system for elections, and advocating for a third bridge across the Oldman River to support residents, development, and commerce. Beeber stresses the importance of promoting efficiency in City operations and positioning Lethbridge as an inclusive, attractive community for new residents, businesses, and medical staff.
